구민의 목소리가 동작의 내일을 만듭니다. 민선 9기 동작구정의 지향점은 단 하나, 바로 '동작을 환하게, 구민은 신나게' 만드는 일입니다. 동작의 변화는 구민 여러분의 목소리에서 시작됩니다. 앞으로도 현장에서 발로 뛰며 구민 한 분 한 분의 말씀에 귀 기울이겠습니다. 구민이 주인이 되는 행정으로, 누구나 체감하는 밝고 신나는 동작의 미래를 함께 완성해 나가겠습니다.
최귀종 (노량진1동) — 노래와 춤으로 노년의 활력을 되찾았습니다.
경로당 친구들이랑 같이 '동작스타 노래자랑'에 참여했는데, 준비하면서 정말 즐거웠어요. 친구들이랑 수시로 모여서 노래 연습도 하고 서로 응원도 하다 보니 집에만 있을 때보다 몸도 마음도 훨씬 활기가 생겼어요. 요즘은 매주 금요일 저녁 구청 대강당에서 하는 무료 라인댄스에 푹 빠져있습니다. 나이가 들면 남은 생을 건강하고 즐겁게 지내는 게 제일 큰 바람이지요. 저 같은 노인들이 이렇게 즐겁게 활동할 수 있도록 좋은 기회를 만들어주셔서 정말 고맙습니다.
오정희 (사당2동) — 미리 살펴주는 안전, 일상이 더 든든해졌어요.
이번 장마가 시작되기 전에 도림천에서 구청장님과 직원들이 직접 현장에 나와 위험한 곳은 없는지 꼼꼼하게 살피는 모습을 보았습니다. 안전은 눈에 확 보이는 변화는 아니지만, 막상 비가 많이 오거나 큰 행사가 있을 때는 평소에 얼마나 잘 준비했는지가 중요한 것 같아요. 물놀이장이나 불꽃축제처럼 큰 행사에도 사고 없이 진행된 것도 구청에서 미리 점검하고 현장에서 안전 관리를 꼼꼼하게 했기 때문에 가능했던 것 같아요. 앞으로도 보여주기식이 아니라 실제 주민들이 생활하면서 전보다 안전해졌다고 느낄 수 있도록 현장을 꼼꼼하게 챙겨주셨으면 좋겠습니다.

중학생 아이를 키우며 동작구 입시지원센터를 통해 입시특강, 상담 등 정말 많은 도움을 받고 있어요. 부모 입장에서는 이런 정보를 무료로 얻을 수 있다는 것 자체가 든든합니다. 다만 좋은 프로그램이다 보니 온라인 신청이 금방 마감될 때가 있어서 아쉬웠던 적이 있습니다. 그래서 민선 9기에 입시지원센터가 확대된다는 소식을 듣고는 정말 반가웠습니다. 앞으로 더 많은 아이들이 좋은 교육의 기회를 누렸으면 좋겠어요. 우리 아이들이 교육 때문에 강남에 가지 않고도 동작에서 충분히 좋은 교육을 받고 자기 꿈을 키워갈 수 있도록 동작구에서 든든하게 지원해주셨으면 좋겠어요.
김택길 (신대방2동) — 우리 동네 정비사업, 이제는 길이 보여요.
정비사업에 관심은 있었는데, 워낙 용어도 어렵고 절차도 복잡해서 어디에 물어봐야 할지 모르겠더라고요. 인터넷을 찾아봐도 우리 동네에 해당되는 내용인지 헷갈리고요. 그런데 이번에 정비사업 열린상담실에서 전문가에게 직접 물어보니까 궁금했던 것들을 바로바로 설명해 주셔서 이해가 훨씬 잘 됐어요. 특히 정비사업은 주민들끼리도 의견을 맞춰야 하는 일이 많잖아요. 정확히 알고 이야기하는 게 중요하겠다는 생각이 들었어요. 앞으로도 주민들이 궁금한 게 생기면 부담 없이 찾아갈 수 있었으면 좋겠습니다.

I joined the 'Dongjak Star Singing Contest' with my senior-center friends, and it was truly fun to prepare. Practicing songs and cheering each other on together gave me far more energy in body and mind than staying home ever did. These days I'm hooked on the free line-dancing held every Friday evening at the district office auditorium. When you get older, the biggest wish is just to live out the rest of life healthy and happy. Thank you so much for creating good opportunities for seniors like me to stay active and enjoy ourselves.
Oh Jeong-hui (Sadang 2-dong) — Safety checked in advance made daily life more reassuring.
Before this year's monsoon season began, I saw the mayor and staff come out to Dorim Stream in person to carefully check for any hazards. Safety isn't a change you can clearly see, but it matters most when it rains heavily or there's a big event — how well things were prepared beforehand. I think the water parks and the fireworks festival went off without accidents precisely because the district inspected in advance and managed safety carefully on site. Going forward, I hope you'll keep looking after things carefully on the ground — not for show, but so residents actually feel life has gotten safer than before.
Kwon Seon-hui (Sangdo 2-dong) — It's great to be able to speak with the mayor directly.
I had a complaint that had gone unresolved for a long time, and this time I was able to tell the mayor directly, which was such a relief. He listened calmly to my story and said he'd think of it as his own problem and look for a way to solve it — I was truly moved. Above all, what impressed me was that he didn't just listen and leave it there, but thought together with me about how it could be solved. Just having a place where I can talk directly with the mayor feels very reassuring as a resident. I hope you'll keep listening to residents' stories like this going forward.
Park Ji-hyun (Sindaebang 2-dong) — I'm hopeful for our children's bright future.
Raising a middle-schooler, I've gotten so much help from the Dongjak-gu college-admissions support center — special lectures, counseling and more. As a parent, just being able to get this kind of information for free is reassuring. But because it's such a good program, online registration sometimes fills up fast, which has been disappointing at times. So I was truly glad to hear that the center will expand under the 9th administration. I hope more children get to enjoy good educational opportunities going forward. I hope Dongjak-gu will keep supporting our children solidly, so they can get a good education and grow their dreams right here in Dongjak, without having to go to Gangnam for it.
Kim Taek-gil (Sindaebang 2-dong) — I can finally see a path for our neighborhood's redevelopment.
I was interested in redevelopment, but the terms were so difficult and the procedures so complicated that I didn't know where to even ask. Searching online was confusing too, since I couldn't tell if it applied to my own neighborhood. But this time, asking an expert directly at the open redevelopment consulting desk, I got clear answers to my questions right away, and it made so much more sense. Especially with redevelopment, residents often need to align their opinions with each other. I realized how important it is to know the facts before talking about it. I hope residents can keep dropping by without hesitation whenever they have questions.

Two new all-season 'neighborhood shelters' have opened at Nodeulnaru Park and Daebang Park, giving residents a place to rest with peace of mind regardless of the season. Each shelter is equipped with heating and cooling units and a green wall for a pleasant environment, along with safety features such as CCTV and fire extinguishers. A barrier-free design that removes the threshold at the entrance also makes them easy to use for wheelchair users and seniors. Noryangjin Fish Market Underpass Gets a Makeover

Inside, an ocean-themed media wall and soft lighting will create a fresher atmosphere, and a new outdoor plaza and canopy will be built near the entrance for nearby residents to rest comfortably. Mobile Traffic-Safety Class for Seniors
A mobile 'traffic-safety class for seniors' is being run to help seniors, who are especially vulnerable to traffic accidents, walk safely. In September, a specialist instructor visited Sangdo Eunbit Welfare Center in person and gave about 60 seniors an easy-to-follow briefing on precautions to take while walking amid declining cognitive ability, along with everyday ways to prevent traffic accidents. In October the class continues at the Sangdo 1-dong office. We hope many seniors take interest and join this class, which helps prevent accidents and build safe walking habits through small daily practices.
Open Redevelopment Consulting Desk
An 'open redevelopment consulting desk' is now running on the 1st floor of the Dongjak-gu Office, to help residents understand redevelopment projects easily and pursue them in a well-informed way. Residents inside designated redevelopment zones, and residents in areas not yet designated, can both get advice on whether a project is feasible and what procedures to follow. It runs every Wednesday and Friday, 14:00–16:00, and you can walk in without an appointment. If you've had questions about redevelopment, this is your chance to get them answered. Dongjak-gu will keep listening to residents' voices so that the redevelopment projects they want can move forward faster.
A Healing 'Color Journey' With a Companion
The Sangdo 3-dong office is running a 'healing color journey' program to comfort neighbors whose social contact has dwindled. Participants chose vibrant colors together with a companion to fill in coloring books, gradually opening up feelings they had found hard to share and easing their loneliness and isolation through this time of connection. Going forward, the program will continue with home visits for those who have difficulty getting around. Sangdo Dokkaebi shopping street and the Seoul Credit Guarantee Foundation jointly held the 'Dokkaebi Kids Market.' The venue was filled with a variety of fun activities to breathe life into a quiet commercial area. A Viking-swing ride, a stilt-walker show and face painting were especially popular with children, and an Onnuri-voucher cash-back event added a nice bonus, leaving both visitors and shopkeepers satisfied. Meokja Alley Picked for 'Moonlight Night Market' Pilot
Sadang 1-dong's Meokja Alley has been selected as a pilot site for Seoul's 'Moonlight Night Market' project, securing up to KRW 2 billion in funding. As a key commercial district right next to Sadang Station with foot traffic continuing late into the night, the project will improve pedestrian and night-time environments, create a 'Moonlight Sadang Street,' and develop historical and cultural content. Sadang District 17 Union Established
Sadang District 17 (around 63-1 Sadang-dong) has received union-establishment approval, officially kicking off the project. The district is planned to reach up to 23 stories with 856 units in total. Glasses Support for Low-Income Households
A public-private glasses-support program with local opticians was launched for low-income neighbors who had found it hard to afford glasses. Fifty selected basic-livelihood and near-poverty youths and seniors received glasses vouchers worth KRW 50,000–70,000, and by bringing the voucher to a designated optician they could get an eye exam and glasses fitted to their own eyes. We hope that one small pair of glasses not only brightens the view ahead for our neighbors, but also helps them enjoy a more active daily life.
Small-Group Frailty-Prevention Program for Seniors
A 'frailty-prevention health promotion program' was held at the Namhae Onette Apartments senior center. A visiting nurse and an exercise specialist, working in pairs, visited the center in person to check blood pressure and blood sugar and lead exercise tailored to each senior's condition. Ahead of Chuseok, they also gave lifestyle tips for spending a healthy holiday. Dongjak-gu will keep bringing health care close to seniors' everyday lives, so that staying healthy never feels out of reach.
Integrated Care Health-Longevity Center
Seniors concerned about their health can get tailored home health care from the 'Integrated Care Health-Longevity Center.' A 7-member multidisciplinary team — doctors, nurses, dietitians, exercise specialists and dental hygienists — visits in person to comprehensively check health status and provide individually tailored support for medication, nutrition, exercise and oral care. When needed, the team also links residents to welfare and medical resources in the community for integrated management, helping them recover and maintain their health day to day. Safe Money School for Young Adults
A special class is coming to help fill a real gap for young adults taking their first steps into society: asset management and real-estate know-how. The Sindaebang 1-dong office will run the 'Safe Money School for Young Adults' twice, on October 12 and 19. The class covers everything from asset-management methods that once felt overwhelming to must-know real-estate basics, packed with content that's genuinely useful in everyday life. Each session takes 18 people, first-come first-served — young adults who want to join can apply through the Sindaebang 1-dong Resident Autonomy Council at 02-820-2807.
'Happy Charge' — Today's Menu Is Chicken
Sindaebang 2-dong is running the 'Happy Charge Project,' actively identifying households in need and delivering chicken-restaurant coupons to 4 households each month. While delivering the coupons, staff check on residents' wellbeing and living conditions, and also follow up with households that haven't used their coupons, to carefully make sure no one who needs help is missed. This project carries extra meaning because it runs on the voluntary support of the Youth Guidance Council, and the whole neighborhood will keep working together so this warm spirit of sharing reaches every corner.

노량진 축구장에서 만난 환상적인 불꽃의 향연
가을밤 공기가 선선했던 지난 9월 5일, 동작구 노량진 축구장은 밤하늘을 수놓을 불꽃을 기다리는 주민들의 열기로 가득했다. 사육신공원과 효사정 등 구 곳곳의 명당에서 저마다의 방식으로 축제가 열린 가운데, 본 기자는 가족과 함께 노량진 축구장을 찾았다.
행사는 3개 국가의 다채로운 테마로 꾸며져 눈을 뗄 수 없었다. 특히 인근 노량진 컵밥거리에서 든든한 먹거리를 미리 챙겨 와 돗자리를 펴고 즐기니 축제의 재미가 배가되었다. 멀리 이동할 필요 없이 우리 동네 인프라를 누리는 것은 동작구민만의 큰 이점이었다.
수많은 인파가 몰렸으나 철저한 안내 덕분에 안전하고 질서정연하게 관람이 이어졌다. 피날레를 장식한 한국의 무대는 말 그대로 놀람의 연속이었다. 밤하늘을 채운 웅장한 음악과 압도적인 불꽃은 감탄을 자아내기에 충분했다.
우리 동네에서 이토록 수준 높은 축제를 편안하고 안전하게 즐길 수 있다는 것은 큰 축복이다. 동작구에 산다는 자부심을 안겨준 이번 축제, 벌써부터 내년이 기다려진다.

9월 5일 오전, '학교·사이버폭력 예방'을 주제로 한 토크콘서트 현장을 찾았다. 학부모라면 꼭 알아야 할 시의적절한 주제인 만큼 설레는 마음으로 수강생이 되어 자리에 함께했다.
'학교 사이버폭력 예방을 위한 동작구 부모교육'이라는 강좌명에서부터 이번 행사의 무게감이 느껴졌다. 동작구청과 동작경찰서, 동작관악교육지원청, 삼성전기, BTF 푸른나무재단이 뜻을 모아, 나날이 심각해지는 학교폭력 문제에 함께 대응하고자 마련한 자리였기 때문이다.
본행사에 앞서 '부모와 함께하는 푸른코끼리 체험존'이라는 참여형 사전 행사가 열려, 참가자들이 각 가정의 모습을 되돌아보며 고민을 스스로 발견하도록 도왔다. 본 프로그램은 학교폭력과 사이버폭력 문제를 '예방-발견-대응-회복'의 순차적 단계로 풀어냈다. 민간 전문가, 학교전담경찰관(SPO), 변호사가 강연하고 깊이 있는 질의응답으로 마무리되어 큰 호응을 얻었다.
BTF 푸른나무재단 김미정 상담본부장은 실제 상담 사례를 바탕으로 자녀에게 나타날 수 있는 사이버폭력 위험 신호와 이를 발견했을 때 부모가 해야 할 역할을 짚었다. 서울동작경찰서 이백형 경감(SPO)은 신고·상담 등 초기 대응 방안과 학교·가정·경찰의 공조 과정을 설명하며, 사이버폭력의 주요 통로인 스마트폰의 위험성과 대응 가이드라인을 제시했다. 아울러 가해 학생의 반성과 회복을 돕는 선도적 접근도 필요하다고 강조했다.
마지막으로 김영미 변호사(법무법인 숭인)는 '법적 처벌보다 피해자의 회복과 가해자의 선도를 함께 도모하는 지혜가 필요하다'고 강조하며, 예방과 관계 회복의 시선이 학부모의 중요한 역할이라고 안내했다. 토크콘서트장을 나서며, 이러한 현장 중심의 교육이 더 자주 마련되면 좋겠다는 생각이 들었다.
안전한 동작 — 동작경찰서가 함께합니다: 실제 사례로 알아보는 보이스피싱 예방수칙
8월 14일 오후 3시경, 동작경찰서 상도지구대에 '가족이 보이스피싱을 당하고 있는 것 같다'는 다급한 112신고가 접수됐다. 신고 1분 만에 도착한 경찰관 2명은 의심하는 피해자를 끈질기게 설득해 이미 인출한 현금 1천만 원과 추가 인출 예정이던 6천만 원 피해를 막았다. 동작경찰서는 관내 금융기관 15개소와 업무협약을 맺고 현장 대응체계를 구축해 지금까지 총 8차례 감사장을 받았다.
A fantastic feast of fireworks at Noryangjin soccer field
On a cool autumn night on September 5, Dongjak-gu's Noryangjin soccer field was filled with the excitement of residents waiting for fireworks to fill the night sky. While the festival was enjoyed in each person's own way from prime spots across the district — Sayuksin Park, Hyosajeong and more — this reporter visited Noryangjin soccer field with family.
The event was staged around vivid themes from three countries, and it was impossible to look away. In particular, bringing hearty food ahead of time from the nearby Noryangjin Cupbap Street and laying out a mat doubled the festival's fun. Enjoying our own neighborhood's infrastructure without needing to travel far was a big advantage unique to Dongjak-gu residents.
Huge crowds gathered, but thanks to thorough guidance, viewing continued safely and in orderly fashion. Korea's segment, which closed out the finale, was, quite literally, one surprise after another. The grand music and overwhelming fireworks that filled the night sky were more than enough to draw gasps of admiration.
Being able to enjoy such a high-caliber festival comfortably and safely right in our own neighborhood is a real blessing. This festival gave me pride in living in Dongjak-gu, and I'm already looking forward to next year.
Learning together so no small sign is missed
On the morning of September 5, I attended a talk-concert on the theme of 'preventing school and cyber violence.' As it was a timely topic every parent should know about, I joined as a participant with an eager heart.
Even the course title — 'Dongjak-gu Parent Education for Preventing School Cyberbullying' — conveyed the weight of this event. It was arranged jointly by the district office, Dongjak Police Station, the Dongjak-Gwanak Office of Education, Samsung Electro-Mechanics, and the BTF Blue Tree Foundation, all uniting to respond to the increasingly serious problem of school violence.
Ahead of the main event, a participatory pre-event called the 'Blue Elephant Experience Zone with Parents' was held, helping participants look back on their own households and discover concerns for themselves. The main program unpacked school and cyber violence in sequential stages — 'prevention, detection, response, recovery.' Private-sector experts, a school-liaison police officer (SPO), and an attorney gave lectures, closing with an in-depth Q&A that drew a strong response.
Kim Mi-jeong, head of counseling at the BTF Blue Tree Foundation, drew on real counseling cases to point out warning signs of cyberbullying that may appear in children and the role parents should play upon noticing them. Officer Lee Baek-hyeong (SPO) of the Seoul Dongjak Police Station explained early-response measures such as reporting and counseling and the cooperation process among school, home, and police, and presented the risks of smartphones — a key channel for cyberbullying — along with response guidelines. He also stressed the need for a proactive approach that helps offending students reflect and recover.
Finally, attorney Kim Yeong-mi (Sungin Law Firm) stressed that 'wisdom is needed to pursue the victim's recovery and the offender's rehabilitation together, rather than legal punishment alone,' and noted that keeping an eye on prevention and relationship recovery is an important role for parents. Leaving the talk-concert venue, I found myself wishing that more hands-on education like this would be offered more often.
A safer Dongjak — with Dongjak Police: real-case lessons on preventing phone scams
Around 3 p.m. on Aug 14, Dongjak Police's Sangdo substation received an urgent 112 call: 'my family may be a phone-scam victim.' Two officers arrived within a minute and, despite the victim's initial disbelief, persisted until they confirmed KRW 10 million already withdrawn and KRW 60 million more about to be withdrawn — and stopped it. Dongjak Police has MOUs with 15 local financial institutions for on-site response and has received 8 commendations to date.

제352회 동작구의회 제1차 정례회
동작구의회는 9월 4일부터 21일까지 18일간 제352회 제1차 정례회를 열고 2025회계연도 결산 및 예비비 지출 승인안과 2026년도 제2회 추가경정예산안, 조례안 등 주요 안건을 심사했다.
9월 4일 열린 제1차 본회의에서는 2026년도 제2회 추가경정예산안에 대한 제안설명을 듣고 구정질문을 위한 관계공무원 출석요구의 건 등을 처리했다. 이날 이영수·오성민·박승준 의원은 5분 자유발언을 통해 지역 현안과 구정 운영에 관한 의견을 제시하고 정책 개선을 촉구했다.
각 상임위원회는 소관 부서의 결산과 추가경정예산안을 심사하고, 예산결산특별위원회(위원장 이수홍)는 상임위원회 심사 결과를 토대로 결산·추경안을 종합적으로 검토했다. 지난 8월 구성된 예산결산특별위원회가 제10대 의회 첫 결산·추경 심사를 맡았다.
9월 18일 열린 제2차 본회의에서는 최무근 의원이 5분 자유발언을 통해 퇴직하거나 폐업한 40·50 세대의 경력과 경험을 다시 일자리로 연결할 필요성을 강조했다. 이어 결산 및 예비비 지출 승인안과 추가경정예산안, 조례안·동의안 등 총 18건의 안건을 처리했다.
이번 정례회에서는 결산 심사로 한 해의 예산 집행 결과를 살피고, 구정질문을 통해 주요 사업과 지역 현안에 대한 집행기관의 입장과 대책을 확인했다.
동작구의회는 제352회 제1차 정례회에서 2025회계연도 결산 및 예비비 지출 승인의 건을 심사했다. 예산이 계획과 목적에 맞게 집행됐는지, 사업 추진 과정에 개선할 점은 없는지 살폈다. 세입결산액은 약 1조 2,827억 원, 세출결산액은 약 1조 1,628억 원이며, 일반회계 집행률은 92.1%다. 의회는 사업별 집행 편차와 이월액·집행잔액 발생 원인을 점검하고, 전년보다 늘어난 사고이월액과 반복적으로 예산이 남는 사업의 관리 실태를 살폈다. 일반회계 미수납액 약 205억 원 중 세외수입은 약 198억 원이었다. 미수납 원인과 장기 체납액 관리, 징수대책의 실효성, 기금 운용과 사업 성과지표의 적정성도 확인했다. 심사 결과는 향후 예산안과 주요 사업 심사의 기초자료로 활용할 계획이다.

동작구의회는 9월 21일 제352회 제1차 정례회 제3차 본회의를 열고 구청장을 비롯한 관계 공무원을 대상으로 구정질문을 실시했다. 이날 구정질문에는 총 6명의 의원이 참여해 주요 현안과 대책을 질문했다.

수당 지급 등에 중점을 둔 기존 지원을 취업과 경제적 자립 분야로 확대했다. 국가보훈대상자에게 구인·구직 정보를 제공하고 직업능력 개발 및 취업 역량 강화를 위한 교육·훈련을 지원하며, 관련 기관·단체·기업과 협력할 수 있는 근거를 마련했다.
동작구 선배시민 지원 조례 (이수홍 의원)
65세 이상 동작구민을 지역사회의 경험과 역량을 갖춘 '선배시민'으로 규정하고 공동체 활동과 사회참여를 지원할 수 있는 기반을 마련했다. 교육·학습동아리와 세대 연계 활동, 강사 양성 등의 사업을 지원하고 선배시민지원센터를 설치할 수 있도록 했다.
동작구 아동범죄 예방을 위한 아동보호구역 운영 조례 (나현희 의원)
아동이 주로 이용하는 시설과 주변지역의 범죄예방 체계를 강화하기 위해 아동보호구역의 운영 기반을 마련했다. 실태조사와 보호인력 배치, 안전교육을 추진하고 영상정보처리기기·표지판 설치와 관계기관 협력을 통해 아동의 안전을 보호하도록 했다.
동작구 의원, 청렴교육 후 청렴 각오 다져
이번 청렴교육은 반부패 법령에 대한 이해를 높이고 청렴한 공직문화를 조성·확산하기 위해 마련됐다. 국가청렴권익교육원이 시행한 이번 교육은 '이해충돌 방지와 공정성 확보'를 주제로 진행됐다. 청렴과 부패의 개념을 시작으로 지방의회의원 행동강령, 청탁금지법, 이해충돌방지법 등 반부패 법령의 주요 내용을 구체적인 사례를 통해 살펴봤다. 특히 사적 노무 요구와 직무권한을 행사한 부당행위의 금지 등 직무 수행 과정에서 유의해야 할 사항을 다뤘으며, 교육을 마친 뒤에는 청렴서약식을 진행하며 청렴 실천 의지를 다졌다.
제10대 의회 연구단체 활동 본격화
동작구의회는 9월 18일 의원연구단체 운영심의위원회 제1차 회의를 열어 제10대 의회에서 활동할 의원연구단체의 연구활동계획을 심의했다. 이를 통해 의원들이 구정 현안을 공동으로 연구하고 정책과제를 발굴하는 의원연구단체 활동을 본격적으로 시작했다. 의원연구단체는 의원들이 소속 상임위원회와 관계없이 관심 분야를 함께 연구하는 모임이다. 각 단체는 연구 주제에 따라 정책연구용역과 전문가 자문, 간담회, 현장 방문 등을 진행하며 동작구에 필요한 정책과 제도 개선 방안을 모색한다. 각 연구단체는 2027년 2월 28일까지 현안에 관한 자료를 수집·분석하고 주민과 관계기관, 전문가의 의견을 폭넓게 청취할 계획이다. 의원들은 연구 과정에서 확인한 문제와 현장의 요구를 바탕으로 연구 주제를 구체화하고 동작구 실정에 맞는 정책 대안을 마련해 나간다. 연구 결과는 운영심의위원회의 심의를 거쳐 의회 홈페이지에 공개한다. 의원들은 연구 성과를 조례 제·개정과 정책 제안 등 향후 의정활동을 위한 자료로 활용할 계획이다.

동작구 청소년 의회체험 프로그램 개발 연구회 — 이영수(대표), 강한옥, 김은하, 박지우, 오성민 의원
청소년의 의회 참여와 지방자치에 대한 이해를 높일 수 있는 의회체험 프로그램을 개발하기 위해 구성됐다. 청소년의 눈높이에 맞는 체험 내용과 운영방식을 연구하고, 실제 프로그램에 활용할 수 있는 매뉴얼 등을 마련할 계획이다.

The Dongjak-gu Council held its 352nd Regular Session for 18 days, from September 4 to 21, and reviewed major agenda items including the FY2025 settlement and reserve-fund spending approval, the 2026 second supplementary budget, and ordinances.
At the first plenary session on September 4, the council heard the proposal explanation for the 2026 second supplementary budget and processed a request for relevant officials to attend for questioning. That day, members Lee Yeong-su, Oh Seong-min and Park Seung-jun gave five-minute floor speeches presenting views on local issues and the administration's work, urging policy improvements.

At the second plenary session on September 18, member Choi Mu-geun gave a five-minute floor speech stressing the need to reconnect the careers and experience of people in their 40s and 50s who had retired or closed a business to new jobs. The council then processed a total of 18 agenda items, including the settlement and reserve-fund spending approval, the supplementary budget, ordinances and consents.
This regular session reviewed the year's budget execution through the settlement review, and confirmed the administration's positions and measures on major projects and local issues through questions to the administration.
The Dongjak-gu Council reviewed the FY2025 settlement and reserve-fund spending approval at the 352nd Regular Session. It examined whether the budget was executed according to plan and purpose, and whether there was room for improvement in how projects were carried out. Total revenue settled at about KRW 1.2827 trillion and expenditure at about KRW 1.1628 trillion, a 92.1% general-account execution rate. The council examined execution variances by project and the causes of carry-overs and unspent balances, and reviewed the management of accident-related carry-overs, which grew from the previous year, and of projects that repeatedly leave budget unspent. Of about KRW 20.5 billion in uncollected general-account revenue, about KRW 19.8 billion was non-tax revenue. The council also confirmed the causes of non-collection, the management of long-term arrears, the effectiveness of collection measures, and the adequacy of fund management and project performance indicators. The review findings will be used as basic data for future budget and major-project reviews.
Questions to the administration — 352nd Regular Session
On September 21, the Dongjak-gu Council held the third plenary session of the 352nd Regular Session and put questions to the mayor and relevant officials. A total of six members took part, asking about major issues and countermeasures.
Member Oh Seong-min (Sangdo 3-dong, Daebang-dong) asked about the background, budget, and function and operation plans of the Dongjak Youth Center, and requested that staffing, programs and cooperation with the youth job center be reflected in the relocation schedule and the 2027 plan.
Member Lee Yeong-su (Noryangjin 1·2-dong) asked about relocation costs, usage period, and accessibility related to relocating agencies from the old district office building, and called for reviewing relocation plans and the possibility of a further move for key facilities, and for establishing standards for relocating public facilities.
Member Song Dong-seok (Sangdo 2·4-dong) pointed out cases where commute/business-trip records and vehicle mileage/fuel logs did not match in the duty and vehicle management of affiliated and outsourced agencies, and urged an investigation, follow-up action and the establishment of management standards.
Member Lee Mi-yeon (Heukseok-dong, Sadang 1·2-dong) asked about the feasibility of relocating the Heukseok rainwater pumping station, safety measures for the delay, additional costs, and consultation with the Seoul Metropolitan Government, and urged holding a resident briefing and proceeding with the original schedule to expand the current site.
Member Jeong Yu-na (Sadang 3·4-dong) asked about extending the permit for performance facilities at Dongjak Parking Park, their removal and cost recovery, and the performance of the e-commerce station relative to its budget, and called for establishing performance indicators centered on transactions and sales.
Member Lee Ju-hyeon (Sindaebang 1·2-dong) asked about the background and feasibility of the Dongjak Tower and Nodeul Island cable-car projects, and requested that the projects be reconsidered if feasibility is low, and that the basis for calculating the tower's construction cost and a funding plan be disclosed. With this session of questions to the administration, the 352nd Regular Session concluded its 18-day schedule.

Youth Council-Experience Support Ordinance (member Lee Yeong-su)
The ordinance aims to raise young people's understanding of local self-government and the council's role by giving them the chance to visit the Dongjak-gu Council and experience its work firsthand. It sets out what's needed to support youth council-experience programs, including support plans and operations.
English Education Promotion and Support Ordinance (Vice-Speaker Lee Ju-hyeon)
The ordinance lays a support foundation to ease gaps in access to English education arising from differences in educational environment and financial circumstances, and to raise residents' English communication skills. It covers native-speaker instruction, in-person and remote hands-on programs, support for English books and teaching materials, and the operation of educational facilities.
Partial Amendment on Honoring and Supporting National Merit Recipients (member Song Dong-seok)
The amendment expands support that had focused mainly on allowance payments into the areas of employment and economic independence. It provides national merit recipients with job information, supports education and training to develop vocational skills and strengthen job readiness, and establishes a basis for cooperating with related agencies, organizations and businesses.
Senior Citizen Support Ordinance (member Lee Su-hong)
The ordinance defines Dongjak-gu residents 65 and older as 'senior citizens' with community experience and ability, and lays a foundation for supporting their community activities and social participation. It supports programs such as learning circles, intergenerational activities and instructor training, and allows for a senior-citizen support center to be established.
Child Protection Zone Operation Ordinance (member Na Hyeon-hui)
The ordinance lays a foundation for operating child protection zones to strengthen crime prevention around facilities mainly used by children. It provides for surveys, the placement of protective staff and safety education, and protects children's safety through the installation of CCTV and signage and cooperation with related agencies.
Council members renew their integrity pledge after ethics training
This ethics training was arranged to raise understanding of anti-corruption law and to build and spread a culture of integrity in public service. Conducted by the National Anti-Corruption Training Institute, the training was held under the theme 'preventing conflicts of interest and ensuring fairness.' Starting from the concepts of integrity and corruption, it examined key anti-corruption laws — including the local-council code of conduct, the Anti-Graft Act and the Conflict of Interest Prevention Act — through concrete cases. It also covered matters to watch for in carrying out official duties, including bans on demanding personal services and on abusing official authority, and closed with an integrity pledge ceremony that renewed members' commitment to integrity.
10th council's study groups get to work
On September 18, the Dongjak-gu Council held the first meeting of the Study-Group Operation Review Committee to review the research plans of member study groups that will be active in the 10th council. This formally launched the study-group activity, through which members jointly research issues facing the district administration and uncover policy tasks. A member study group is a body in which members research a shared area of interest regardless of their standing-committee assignment. Depending on its research theme, each group will carry out policy research services, expert consultations, meetings and field visits, seeking policies and institutional improvements Dongjak-gu needs. Each group plans to collect and analyze data on its issues through February 28, 2027, drawing broadly on the views of residents, related agencies and experts. Based on the problems and on-the-ground needs identified during research, members will develop their research themes and work out policy alternatives suited to Dongjak-gu's circumstances. Research findings will be reviewed by the Operation Review Committee and published on the council's website. Members plan to use the research outcomes as material for future council activities, including ordinance enactment and revision and policy proposals.
Study Group on the Approval Authority's Role in Redevelopment — Song Dong-seok (lead), Yang Jeong-hwa, Na Hyeon-hui, Lee Su-hong
This study group was formed to explore the role of the approval authority and administrative support measures to revitalize redevelopment projects. It will examine the roles related agencies should play in the course of redevelopment projects and plans to develop administrative and institutional measures to support their smooth progress.
Study Group on Developing a Youth Council-Experience Program — Lee Yeong-su (lead), Kang Han-ok, Kim Eun-ha, Park Ji-woo, Oh Seong-min
This study group was formed to develop a council-experience program that raises youth participation in the council and understanding of local self-government. It will research experience content and operating methods suited to young people's perspective and plans to produce a manual and other materials for use in an actual program.

동작구청소년교향악 제10회 연주회에 다녀왔습니다. 한여름에 만나는 '호두까기 인형'이라 더욱 특별했습니다. 전공으로 음악을 하지 않는 학생들이라고는 믿기 어려울 만큼 훌륭한 연주에 감탄했고, 서로 다른 악기의 소리가 어우러져 아름다운 하모니를 만들어내는 모습이 인상 깊었습니다. 중간중간 익숙한 음악이 들려올 때는 함께 박수 치며 신나게 즐길 수 있어 더욱 행복했습니다. 무더운 여름날, 음악으로 마음까지 시원하고 풍성해진 시간이었습니다!

무더운 여름날, 양녕대군 이제묘역에 엄마와 함께 다녀왔습니다. 엄마는 오랫동안 초등학교 교사로 근무하셔서 역사 해설가가 따로 필요 없을 만큼 설명을 잘 하십니다. 이날도 엄마는 땀을 뻘뻘 흘리시면서도 재미있게 설명해 주셨습니다. 엄마는 초등학교 교감선생님까지 지내셨지만, 시아버님의 암 병수발을 자처하시느라 더 이상 교단에 계실 수 없었습니다. 그 상황이 늘 안타까웠던 터라, 엄마의 해설이 더욱 멋져 보였습니다.

노량진근린공원 대방공원을 산책하다 우연히 공군본부 기념탑을 만났다. 이곳은 1956년부터 1989년까지 무려 33년간 공군본부가 자리했던 역사적인 터전이다. 기념탑 앞에 서니 문득 공군병 343기로 입대해 35개월을 복무했던 젊은 날이 떠올랐다. 푸른 하늘 아래 조국의 영공을 지키겠다는 마음으로 보냈던 소중한 시간들이다. 세월은 흘렀지만 그때의 자부심은 여전히 그대로다. 국가에 충성하고 국민과 함께하는 강한 공군의 힘찬 비상을 응원한다. 필승!

I went to the 10th Dongjak Youth Symphony concert. It was extra special being a midsummer performance of 'The Nutcracker.' I was amazed at how wonderful the playing was — hard to believe these weren't music majors — and it was impressive watching the sounds of different instruments blend into beautiful harmony. Whenever a familiar melody came on, we got to clap along and enjoy it together, which made it even happier. On a hot summer day, it was a time when music made even my heart feel cool and full!

On a hot summer day, I visited the tomb of Prince Yangnyeong with my mom. She worked as an elementary-school teacher for a long time, so she explains things so well she doesn't need a separate history guide. That day too, sweating the whole way, she explained everything in a fun way. My mom even served as an elementary-school vice principal, but she could no longer stay in the classroom because she chose to care for my grandfather-in-law through his cancer treatment. That situation always felt so unfortunate to me, which made her explanations seem even more admirable.
Yun Eun-hui (Daebang-dong)
While strolling through Daebang Park within Noryangjin Neighborhood Park, I happened upon the Air Force Headquarters memorial tower. This is a historic site where Air Force Headquarters stood for a full 33 years, from 1956 to 1989. Standing before the tower, I suddenly recalled my younger days enlisting as the 343rd class of airmen and serving for 35 months. Those were precious times spent with the resolve to guard our country's skies beneath the blue sky. The years have passed, but that pride remains just the same. I cheer on a strong Air Force, loyal to the nation and standing with its people, as it soars ever higher. Victory!
